Director of Utilities
Paul A. Kempf, P.E.

Paul Kempf is the director of utilities for the office of Business Operations. The Utilities Department is responsible for the production and distribution of various utility services. Systems under the purview of this department include steam, chilled water, electricity, domestic cold water, domestic hot water, storm sewers, sanitary sewers, and compressed air. The department also is responsible for the repair and maintenance of electrical and mechanical systems throughout all campus facilities, including such things as lighting, pumps, motors, fans, air handlers, air compressors, remote boilers, remote chillers, and the their associated building distribution systems.
The Utilities Department also works closely with the Office of the University Architect to set standards and review capital projects across campus as well as the Department of Sustainability on issues of energy efficiency, energy conservation, and environmental improvements. The department also oversees environmental compliance of the power plant and its associated systems as they relate to air, water, waste, and hazardous materials.
Prior to joining Notre Dame in 1989, Kempf spent nine years working for a diversified electrical services company where he designed, engineered, and commissioned a wide variety of control systems used for such applications as air pollution, railroads, electrical power, and process controls.
Kempf is a registered professional engineer and a member of the Institute of Electrical and Electronic Engineers. He received his degree from Notre Dame, a BSEE in engineering in 1980.
